The District Commissioner and their team, run scouting across St Helens and District. They are here to support Scouting in the District with events and activities. As well as support all our Leaders and Managers to offer the adventure of Scouting to all our young people.

Karen Ackers
The role of the District Commissioner is to ensure that the District thrives and has the best systems in place to support all adult volunteers including production of a vision for the development of Scouting in St Helens. The District Commissioner is also ultimately responsible for making Scouting attractive to young people and adults from all backgrounds, while creating an adequate team of supported and appropriate adults working effectively together and with others to meet the Scouting needs of the area. The District Commissioner is the line manager for all managers within St Helens as well as the support point for anyone with a challenge.
Joe Maloney
District Youth Lead
As a member of the District Leadership Team the District Youth Lead works in partnership with the District Lead Volunteer. The role is to ensure that young people from 6-25 years are involved and engaged in every decision that shapes their Scouting experience locally and to empower young people to share their ideas and have a meaningful voice in planning, implementing and reviewing their programme and opportunities.
Liam Cawsey-Gilbert
14-24 Team Lead
heads up the 14-24 Team. This team helps all volunteers in Explorer (including Young Leaders) and Network Sections. They help Section teams plan and deliver great programmes for young people, ensure the programme is youth led, offer international opportunities to the District and ensure young people achieve their top awards (including DofE).
Sarah Pye
14-24 Team Member (International)
heads up the International Sub-Team. This team aims to offer international opportunities to all Explorer & Network members in the District. This includes national jamborees, moots, EuroJam & the World Scout Jamboree.
Mark Mortimore
14-24 Team Member (Young Leaders)
heads up the Young Leaders Team. This team works with the Groups in the District to provide opportunities for Explorers to volunteer with Groups, develop their leadership skills, earn their young leader belt and achieve top awards (DofE) in conjunction with the Top Awards team.
Tom Howarth
14-24 Team Member (Top Awards)
heads up the Top Awards Team. This team works with the Explorer units & Network members to offer everyone the opportunity to complete their Chief Scouts awards, Duke of Edinburgh (DofE) awards & their Kings Scout Award.
David Singleton
Deputy District Commissioner – Programme
is responsible for reviewing and reinvigorating the Districts Programme of activities and events. The DDC Programme also works with the section leaders to support them on offering the adventure of Scouting to all our young people.

assists Group Scout Leaders in the encouragement of all Leaders in the Section to provide a balanced programme, work in partnership with Deputy District Commissioner Programme in the management of the District Section’s programme and activities, The Assistant District Commissioner Beavers maintains contacts relevant to the Section age group with in the local community, promote the Section’s Scouting to the local community.

assists Group Scout Leaders in the encouragement of all Leaders in the Section to provide a balanced programme, work in partnership with Deputy District Commissioner Programme in the management of the District Section’s programme and activities, The Assistant District Commissioner Beavers maintains contacts relevant to the Section age group with in the local community, promote the Section’s Scouting to the local community.

assists Group Scout Leaders in the encouragement of all Leaders in the Section to provide a balanced programme, work in partnership with Deputy District Commissioner Programme in the management of the District Section’s programme and activities, The Assistant District Commissioner Cubs maintains contacts relevant to the Section age group with in the local community, promote the Section’s Scouting to the local community.

assists Group Scout Leaders in the encouragement of all Leaders in the Section to provide a balanced programme, work in partnership with Deputy District Commissioner Programme in the management of the District Section’s programme and activities, The Assistant District Commissioner Scouts maintains contacts relevant to the Section age group with in the local community, promote the Section’s Scouting to the local community.

Kath Savery
ADC Adult Support
assists the Deputy District Commissioner for People by focusing tailored training with new leaders aged 18-30 to ensure they are welcomed and supported in their Leadership role.
Lesley Rowe
Deputy District Commissioner – Support, Activities & Events
is responsible for maintaining our buildings and equipment, planning district wide events, and offers advice on the development of our resources. The DDC Support works closely with the District Executive to protect and invest in the Districts valuable resources.

assists the Deputy District Commissioner for Programme with reviewing and reinvigorating the Districts Programme of activities and events. The DDC Programme also works with the section leaders to support them on offering the adventure of Scouting to all our young people
Wesley Sloane
Training & Permits Manager
I am Local Training Manager and Nights Away Adviser
My role is to provide support and assistance to the members of the district through their training.
This also involves
- Local analysis of training needs.
- Liaison with Appointments Advisory Committee.
- Management of District Training Advisors.
Also as a Nights Away Advisor
Ensuring the quality of nights away events by assessing applicants technical ability before they are granted tonight so a permit.
